What is the Soil & Water Conservation District?
Between 1943 and 1962 Soil and Water Conservation Districts (SWCDs) were formed in each county as a state mandate throughout Ohio for the purpose of assessing and assisting with Conservation efforts. It was in November of 1943 that Carroll County citizens sought to petition the Ohio Soil Conservation Committee to set up a district here in Carrollton. After an assessment of the needs in Carroll County, on March 16th, 1944 Carroll County Soil and Water Conservation District was approved and opened.
In the 1940s SWCDs primarily assisted farmers with cropland erosion control and drainage. By 1962 their mission included many urban and agricultural water quality and management issues. The OSU College of Agriculture initially provided support and guidance. In 1969 SB 160 transferred that role to ODNR in a new Division of Soil and Water Conservation Districts and a new Soil and Water Conservation Commission. In 2016 that role has transferred again and is now under the Ohio Dept. of Agriculture (ODA).
With the support of ODA Division of Soil & Water Conservation and the Soil and Water Conservation Commission, Carroll County SWCD hopes to continue providing the tools and support Carroll County residents. At Carroll SWCD, our mission is to provide assistance on conservation practices and improvement of soil and water resources to all Carroll County land users through educational workshops, technical assistance, on-farm visits and cost share programs to encourage good stewardship.
